国際移住者デー記念シンポジウムのお知らせ／Announcement of the Commemorative Symposium for International Migrants Day

国際移住者デー記念シンポジウムが、12月17日に開催されることになりました。移民政策学会は、このシンポジウムを後援しています。

国際移住者デー記念シンポジウムのご案内　　　包括的移民政策の構築へ向けたロードマップ　　
―国連特別報告者の日本への勧告を受けて―

2010年3月に行われた「移住者の人権に関する特別報告者」（United Nations Special Rapporteur on the Human Rights of Migrants）による公式訪日調査の報告書が、国連人権理事会の第17会期（2011年5‐6月）で公表されました。14分野にわたる課題、21項目に及ぶ勧告を含むその報告書の中で、ホルヘ・ブスタマンテ特別報告者は、移住の流れは、すでに日本における永続的な現実（permanent reality）になっているとし、包括的な移民政策と、その実施のために関係省庁を調整・指揮し、国連諸機関の勧告を実現し得る政府機関の設置が一刻も早く必要だと勧告しています。

日本社会は、この国連特別報告者からの勧告をどう受けとめ、応えていくべきか　―国際移住者デー（12月18日）にあたって、移住者コミュニティに属する専門家、NGO、国連及び国際機関等が集まって、考えてみたいと思います。

Commemorative Symposium for International Migrants Day A Roadmap to Formulate a Rights-based Comprehensive Immigration Policy

In Response to the UN Special Rapporteur’s Recommendations to the Japanese Government

The United Nations Special Rapporteur (SR) on the Human Rights of Migrant’s report　on his official visit to Japan during March of 2010, was issued during the 17th Session of the United Nations Human Rights Council(Mayー June 2011). In the report, which included 14 areas of concern and 21 recommendations, SR Jorge Bustamante stated that inflows of migration have become a permanent reality in Japan, and that there is a dire need for not only the establishment of a comprehensive migrants policy, but also coordination among the relevant government ministries to establish a government institution that is capable of realizing the recommendations of various UN institutions.

How should Japanese society receive and respond to this report from the Special Rapporteur On this year’s International Migrants Day (December 18), we hope to invite experts, NGO representatives, and UN/international organization representatives from various migrant and migrant support communities to engage in discussions on this topic.

年次大会が開催されますが、大会初日午後の総会で次期役員選挙が予定
されております。

この間、事務局で次期役員に立候補していただける方を募った結果、添付
ファイルのような結果になりましたので、ご報告いたします。

震災後、落ち着かない日々が続いておりますが、当日の投票に多くの方が
参加されることを期待しております。

As has already been announced, the JAMPS Annual Conference
shall be held at Rikkyo University, Niiza Campus on May 21-22,
2011. The election of executive members is scheduled to take
place at the General Assembly on the afternoon of the first
day of the conference.

Please find attached the list of candidates who have decided
to stand for executive positions, in response to a call made
by the secretariat.

Whilst, in the aftermath of the earthquake, I realise that a
return to calm has not yet been restored, I hope that many
JAMPS members will be able participate in the election.

As based on Provisions for the Election of JAMPS Executive Members
(hereinafter "Provisions"), in addition to announcing the election schedule,
the Association is calling for recommendations for the above offices.

According to Articles 3 and 4 of the Provisions, recommendations for
President, Executive Committee Members and Auditors shall be accepted.

Candidature shall be restricted to those members who have duly paid
membership fees in the preceding fiscal year.

Candidates for the office of President require three recommendations;
candidates for the offices of Executive Committee Member and Auditor require
one recommendation.

If submitting a recommendation, fill in the relevant items on the attached
form and send to the JAMPS Secretariat no later than 25 April 2011, either
via postal mail or as a signed and scanned PDF attachment.

東北関東大地震で被災された会員のみなさまにお見舞い申し上げます。

東北関東大地震のため、３月１９日に早稲田大学で予定しておりました
春季大会を中止させていただきます。

今回報告を準備された会員の方々には大変ご迷惑をおかけしますが、
何卒ご海容下さい。今後、どのような形でご報告をお願いするか、

I would like to extend my deepest sympathies to all members who have
suffered in the Tohoku-Kanto Earthquake.

As a result of the earthquake, the Annual Spring Conference, that had been
scheduled to take place at Waseda University on March 19, 2011, has been
cancelled.

Please let me express my sincere apologies to all members who had prepared
to give a presentation at this conference. The executive board and planning
committee will, henceforth, examine in what form these presentations can be
given, and contact those concerned. The situation is regrettable, but I ask
for everyone's understanding.
